forth the specific, detailed, actionable vision for Central Hercules. These Instruments
are the deliverables of the District Plan Initiative.

Here are the documents that form the new regulatory armature for the next generation of
development in Central Hercules.
These Instruments are the common tools to be used by developers, City staff, City
policy makers, and citizens.
The documents, some of which are adopted by ordinance, comprise a "typological urban design code".
Hercules is the first California city to enact such a code.
